- The series is based on the two major departments of the real police force's counter terrorism intelligence team: the Phantom Operation and Tactic Team (POTT) and the Counter Terrorism Response Unit (CTRU). The counter terrorism intelligence team has 15 departments. Among them, the CTRU is responsible for high-profile patrols, preventing terrorist attacks, and being dispatched to combat terrorist attacks. The work of the POTT is behind-the-scenes investigations using high-tech methods, as well as disguise and infiltration; there are elements of undercover agents within, and the team also has its own assault team. The series tells the story of the close collaboration between the two departments.
- Kenneth Ma will play Kan Yiu Yeung (簡曜洋), a member of the POTT. He was previously in the CTRU but later transfers to the POTT. He is a bad boy with a stylishness that emits a bad aura. He and Natalie Tong are a passionate couple.
- Natalie will play Kiu Po Po (喬寶寶), a member of the POTT. She was previously in the CTRU but later transfers to the POTT. She and Tiffany Lau have a close relationship such that they are like sisters.
- Joel Chan will play an Inspector of Police of the CTRU. He is an instructor. He and Tiffany Lau are a pair; they have a few kiss scenes.
- Tiffany will play Ying Fung (邢風), a member of the CTRU. She is the only girl in the team.
- Moon Lau will play Shadow To Siu Chit, a member of the POTT. She has impressive marksmanship and eyesight, and is strong at fighting. A lot of the times, when she goes on missions, she has to have special looks, such as having to go undercover. She and Jazz Lam are a cute and funny pair.
- Jazz will play 「囡囡」, a member of the POTT. This time, he is no longer being funny, as he is a civil scenes superstar. He has a limp because an incident occurs at the beginning of the story, which brings out the entire story. He is not good at fighting; he uses his brain, excels at using computers, and is good at checking and solving things.
- Elena Kong will play Hilda, a Superintendent of the POTT. She is rather calm and does not talk much; the things she says are very decisive. She does not have to fight, and she does not have many outdoor scenes. Tiffany is her daughter. She is also called 「Hill姐」 and Madam Fong.
- Jimmy Au will play a Superintendent of the CTRU.
- Arnold Kwok will play Chow Tai Lik (周大力), a member of the CTRU.
- Carlo Ng will play a member of the POTT. He has a daughter.
- Jack Wu will play Ben, a member of the CTRU. He and Candice Chiu have a light kiss scene.
- Man Yeung will play a member of the CTRU.
- Candice will play Yan, a member of the POTT.
- Ken Law will play Lee Sam (李琛), a member of the POTT. He is the leader of the assault team.
- Thomas Lai will play a member of the POTT.
- Jerry Leung will play a member of the POTT.
- Marco Lee will play a member of the POTT.
- Kyle Lee will play a member of the CTRU.
- Godwin Luk will play a member of the CTRU.
- Keith Shing will play a member of the CTRU.
- Lam Sin Hang will play a member of the CTRU.
- Nicholas Yuen will play Fok Chin Hang (霍展鏗), a bad person. He is also called 「鏗少」.
- Gordon Ip will play a rich second generation. He is a bad person; he will kill a person.
- Doniven Chan will play 「阿星」, a rich second generation. He is a bad person. Gordon is his big brother.
- Ceci Mak will play Mary, a member of the POTT.
- Kelly Ng will play San San (珊珊).
- Sophie Yip will play Cindy, a former substitute player on the Hong Kong tennis team.
- Jim Tang will play 「程Sir」.
- Chu Fei Fei will play a taxi driver who has to take care of her sick father. She will be cruder. Her father is originally a taxi driver, but he gets sick, so she has to take over for him.
- Lisa Ch'ng will play Hui So Yin (許素妍), a psychiatrist whose mental state is very contradictory.
- Eddie Pang will play a thief.
- Joan Lee will play Choi Wing Kam (蔡詠琴).
- Ronny Lay will play a terrorist leader.
- Ruco Chan will guest-star.
- Jack Hui will guest-star.
- Iris Lam will guest-star as Ma Si Ting (馬詩婷), a girl being controlled by a prostitution group.
